There are people who avoid Google penalties so they don’t like to have anything to do with link building and instead of SEO they use PPC.

Link building should be an essential part of your SEO strategy, if not the main one. However, there must be real links relevant to the website and added value to the web. Creating low-quality links is risky. Improving the ranking of a website by means of low quality links will make link building definitely dead.
